ABOUT PAEPI

The Philippine Association of Extension Program Implementers, Inc. (PAEPI) was founded by its pioneer President Dr. Cristeto Bonilla (RIP), the Extension Services Director of the Technological University of the Philippines (TUP, Manila in NCR, a State University), who ably led PAEPI from May 18, 1990-1999. The 2nd PAEPI President Atty. Anita M. Chauhan, Ph.D. (RIP), VP of Nueva Ecija University of Science and Technology (NEUST , Cabanatuan ,  in Region 3, a State University) succeeded him from 2000-2002 and in 2003, and was   Regional Director of the Commission on Human Rights (CHR, San Fernando La Union, Reg 1).  The 3rd PAEPI President, Dr. Aladino Lecio, the VP of Capiz Polytechnic State University (CAPSU, Capiz in Region 6, a State University), served from 2003-2004. The 4th PAEPI President, Dr. Estelita Tucay (Ret), the   Presidential Assistant for External Linkages, Nueva Viscaya State University (NVSU, Nueva Viscaya in Region 3, a State University), functioned from 2004-2008. The 5th PAEPI President Prof. Angelica M Baylon, Ph.D., the Director for Research and Extension Services of the Maritime Academy of Asia and the Pacific (MAAP, Bataan in Region3 , a Private Maritime Academy ), led PAEPI from 2009 to 2014. The 6th PAEPI President  Atty April Amihan April Alcazar, Ph.D., the President of the Pamantasan ng Lungsod ng Pasig (PLP, Manila, NCR, a Local University)  served  from 2015 to 2021, and is currently the President of Urdaneta City University.   The  7th PAEPI President  Prof James Loreto Piscos, Ph.D., a  full Professor of San Beda University (SBU, Manila), was appointed as Acting President , inducted to office  on Sept 22 , 2021 and resigned on Jan 16, 2023, without proper turn-over and clearance. The 8th PAEPI Elected President  Dr. Rhonda T. Padilla  for 2023-2026, is the President of Panpacific University,  Urdaneta CIty Pangasinan, 

  Dr.  Angelica M Baylon, elected 5th PAEPI President in December 2008 during the 1st  PAEPI Biennial Convention hosted by Capitol University in Cagayan De Oro , presided over the Board meeting for the documents’ turn-over. On May 19-20, 2009, hosted and sponsored by MAAP, national planning with the PAEPI officers and general membership was conducted. The Board found out that the Security and Exchange Commission (SEC) has already revoked the PAEPI SEC registration # 177210 in 2003 . As no required documents have been turned over for submission to SEC, the  Board resolved to re-register  PAEPI.  After filing the needed requirements in SEC  on June 20, 2009,  PAEPI finally received its new PAEPI SEC Registration CN-2009- 10059, with MAAP Bataan as the official address on July 1, 2009.  The SEC issued a Certification on Sept 2, 2009, to wit ” PAEPI SEC registration # 177210 (1989) is already revoked on Sept 29, 2003, for non-compliance with reportorial requirements”.  

Through sponsorships by MAAP and AMOSUP, and by its global partners (volunteer speakers), most of the PAEPI activities, whenever hosted by MAAP, were provided FREE or provided at a subsidized FEE. All active PAEPI members are informed about all events for their capability training and other opportunities for global partnerships and sponsorships by external partners which MAAP linked with co-PAEPI member institutions.

A Recognized National and Global Professional Association

The Philippine Association of Extension Program implementers, Inc (PAEPI) is a recognized professional association whose nationwide membership consists of responsible officials and extension implementers in varied accredited local institutions namely: Higher Educational Institutions (HEIs),  Non-government Organizations (NGOs), Non-government Associations (NGAs), Local Government Associations(LGAs), Local Government Units (LGUs), Private Companies with Corporate( or University)  Social Responsibilities(CSR or USR) and Government Agencies (GA)  in collaboration with global partners who share similar thrusts and objectives, hence PAEPI-GLOBAL.  PAEPI is engaged in the conduct of professional development activities and projects for the enhancement of competencies of its members for the community that they serve. Its members consist of individual and institutional members in collaboration with both national and  global reputable partners.

PAEPI has been recognized by its partners, both local and global. At the National level, PAEPI received recognitions from the Philippine Commission on Human Rights (CHR) in 2008  as a national partner in establishing Centres for Human Rights Education (CHREs) in its member institutions nationwide thru PAEPI former President Atty Anita Chauhan  (Region 1 CHR Director and NFCHRE/PAEPI Chairman); from the Philippine Navy in 2010 as a partner in the organizational capability training of its officers in Geographic Information System (GIS) thru LCDR Angelica M Baylon, a reserved officer of the Philippine Navy and PAEPI President Emeritus;  from the Voluntary Service Organization (VSO-Bahaginan) in 2010 for the first PAEPI volunteer (Dr. Rowena Nieveras) who was the PAEPI VP for Mindanao and CES Director of Universidad de Zamboanga sent in Accra Ghana Africa for 2-year volunteer service at the Ministry of Education; from the Philippine Commission on Higher Education thru the three (3) PAEPI members/former PAEPI Chairs/ PAEPI Presidents (Dr. Nichol Elman, Dr. Estelita Tucay , and Dr. Aladino Lecio) in 2010  who sat in the CHED technical panel on extension services concerns hence PAEPI was well represented.

During the term of Dr. Angelica M Baylon as President from 2009-2014, PAEPI goes global. Moving forward is the focus of PAEPI, as shown in its PAEPI Strategic Framework 2010-2030.

PAEPI had embarked on viable plans and projects as manifested in the PAEPI Voyage Plan or  PAEPI Strategic Plan (PVP or PSP or Game Plan) and National Extension Agenda (NEA) 2010-2030. The top priority is “Implementation of Research-Based Extension Programs,” which aims at addressing sustainable development goals (SDGs) in collaboration  with GLOBAL PARTNERS  beneficial for all concerned.  PAEPI signed its first global partnership with STIE Perbanas Surabaya Indonesia (new name is  Universitas Hayam Wuruk or UHW Perbanas Surabaya) in 2010 (STIE Rector Dr. Tatik Suryani) witnessed by  STIE Perbanas members, Philippine Association for International Research (PAIR President Dr. Genaro Japos) members and PAEPI  members, during the South East Asian Association for International Research (SEA- AIR) Convention held in Summit Ridge Hotel in  Tagaytay City.  On Aug. 9, 2012, PAEPI and MAAP  signed MOU with Korea’s Baekryeong High School (BHS Principal Dr. Yoon-Hyeon Sang ) linking its PAEPI member schools (MAAP neighboring schools) like Bataan Peninsula State University (BPSU President -Dr. Delfin Magpantay) and Bataan Christian High School (BCHS Chairman- Atty Ric Bagay) for English training programs with cultural components for  80 Korean faculty and students to study English  annually in the Philippines. On April 8, 2014, PAEPI signed MOU with the American University of Sovereign Nations. On February  27, 2014, PAEPI signed MOU with the Tennessee Renewable Energy and Economic Development Council (TREEDC), Nashville, Tennessee, United States of America (USA).  Hosted and sponsored by MAAP, PAEPI was instrumental in the MOU signing of six (6) PAEPI member institutions:  MAAP, LPU, BPSU, PNU, and PLP with TREEDC at MAAP Campus. Hence, as part of the signed MOU, TREEDC hosted and sponsored the trips of ten (10) PAEPI members from MAAP, CBSUA, PNU, PCIET, TUP, and PLP for the 18-day educational and cultural visit in Tennessee, USA, on Oct 10-18, 2014. They also participated in the 1st TREEDC International Conference on Renewable Energy with TREEDC Director Warren Nevad of the University of Tennessee as the conference Chair, successfully hosted by the Technological Tennessee University (TTU). In December 2014, PAEPI (President Emeritus Dr. Angelica Baylon) signed MOU and also arranged the MOU signing of Technological Tennessee University (TTU) with the Pamantasan ng Lungsod ng Pasig (PLP President Dr April Amihan Alcazar) , The Maritime Academy of Asia and The Pacific ( MAAP President Vadm Eduardo Ma R Santos,AFP (Ret)) and Technological University of the Philippines (TUP President Dr. Adora Pili) with site visits at San Beda University (Rector-President Rev. Fr Aloysius Maranan, OSB) and the Philippine Normal University (PNU President Dr. Ester Ogena) in Manila Philippines.

The partnership of PAEPI with the Royal Institute of Singapore (RI) is also beneficial for the professional recognition of its PAEPI members. PAEPI also partnered with the Asian Marine Educators Association (AMEA), valuable for PAEPI members interested in ocean literacy and marine education. PAEPI also partnered with the Nautical InstituteIMARESTGlobalMET, etc., for various sponsored seminars, conferences, and training to enhance PAEPI members (marine educators or trainers) from maritime institutions.

The PAEPI, initially composed of regional Board of Directors, Officers, and Members from the Philippines is now globally transformed as shown by the worldwide or global Board of Trustees. They are solid international supporters of PAEPI VMGOs (vision, mission, goals, and objectives) and concerns. Membership to PAEPI enables members and partners to voluntarily share their expertise beneficial to all concerned in all various fields of discipline ( interdisciplinary, multidisciplinary and transdisciplinary).

 From 1990-2005 , PAEPI conducted Annual Convention and General Membership Assembly, however in October 2005 during the last 17th PAEPI Annual Convention and GMA hosted by the Philippine Normal University, PAEPI decided the conduct of Bienniel Convention  and General Membership Assembly to start in 2008. 

In 2008, Capitol University, Cagayan De Oro, hosted the 1st Bienniel PAEPI Convention and General Membership Assembly with the themeQuality Management of Community Extension Services” with Dr. Angelica M Baylon unanimously elected as the 5th PAEPI President, the first PAEPI President  from a private  Maritime Academy.

In 2010, Aklan State University hosted the  2nd Bienniel Convention and General Membership Assembly, celebrating the 20th PAEPI Anniversary with the theme “Implementation of Research-Based of MDGs cum Advocacy. Magna Carta for Extension Service Workers” with CHED Former Oversight Commissioner for Research Dr. Roberto N Padua and Alliance Volunteer Educators (AVE) Party List Hon. Representative Congressman Dr. Eulogio “Amang” R. Magsaysay as Guest of Honors and Speakers.   Dr. Angelica Baylon as PAEPI President Emeritus was awarded the Outstanding Extension Services Leadership award (signed by PAEPI Chair Dr. Nichol Elman , the Extension Services Director of Siliman University and attested by PAEPI Board Secretary Dr. Alice Diel, the Extension Services Director  of Capitol University. 

In 2012, the Maritime Academy of Asia and the Pacific (MAAP)and Bataan Peninsula State University (BPSU)  jointly hosted the 3rd Biennial Convention and General Membership Assembly with the theme” Enhancing Research and Extension Services through Geographic Information System (GIS)” with  the Department of Science and Technology (DOST) Regional Director  Dr. Victor Mariano as GOH and Speaker.

In 2014, the 4th PAEPI Bienniel Convention and General Membership Assembly with the theme “Implementation of Research-Based Extension Program towards Attainment of ASEAN 2015 Integration cum Sharing of PAEPI Best Practices” with anti-child abuse and anti-mining advocate Philippine Environment Minister Ms. Gina Lopez (RIP) of ABS-CBN and the TUT VP and G-linked President and CEO from USA Dr. Bharat Soni as GOHs and Speakers, were hosted by  Pamantasan ng Lungsod ng Pasig (PLP) in Pasig,  with its PLP President Atty. Amihan April Alcazar, Ph.D., became the 6th President , the first PAEPI President from a Local University.

From 2015–2021, PAEPI, under the Presidency of its 6th President, Dr. April Alcazar, conducted seven (7) PAEPI Global Annual International Conventions hosted by PLP-2014, San Beda University (SBU-2015 in collaboration with TREEDC USA ); UP Diliman (UPD-2016 in collaboration with TREEDC,USA); the University of Makati (UMAK-2017 in collaboration with AMEA, Japan ); De La Salle University-Manila (DLSU-2018); Japan (PLP-TUMSAT-2018) in collaboration with AMEA Chair Dr. Tsuyoshi Sasaki and other global partners) and the Pamantasan ng Lungsod ng Pasig (PLP-2021 webinar), respectively. However, there was no 5th, 6th, and 7th PAEPI Biennial Convention and General Membership Assembly for three biennial years 2016, 2018, and 2020. 

In 2020 (pandemic year), from the PAEPI website hosted by MAAP and the former 2011 temporary PAEPI website  https://paepi.webs.com/, a permanent PAEPI Global website was established http://paepi-global.org. On March 15,2021 , PAEPI President Dr. Atty Amihan April Alcazar  with two Board of Directors ( Secretary Engr Paul Gerard Lassangre Cruz  from Laguna University and Treasurer Dr. Reneliza Ferrer from UMAK ) had  appointed  Dr. James Loreto Piscos as Acting President , prior to election of new set of officers , to prepare for the  Biennial Convention in September 2021 .( Reference: Resolution #01 Series 2021). Without election of new set of officers , Acting President Dr. James Piscos appointed his executive officers ( Secretary Dr. Rowena  Javier -Rivero from SBU , Treasurer Dr. Jose Barlis Jr from PUP and PRO Engr Paul Gerarld Lassangre Cruz  from Laguna University ) and they were inducted to office  during the  5th PAEPI Global Bienniel Convention and General Assembly.

In 2021,  with San Beda University as host,  Acting President Dr. James Loreto Piscos  spearheaded the 5th PAEPI Global  Bienniel Convention and Oath Taking Ceremonies (Virtual)  on September 22, with the themeForging Local and Global Partnerships towards Sustainable Initiatives” . All officers , guests and participants  were warmly welcomed by Rev Fr. Aloysius Ma. M. Maranan, OSB, the San Beda University 1st Rector-President (2018-2022) and the 22nd Rector -President of the then San Beda College (2010-2018) . A quick overview of the PAEPI Global history and organizational structure was delivered  by PAEPI Global Chair/President Emeritus Dr. Angelica M Baylon, as she acknowledged  each and everyone who composed the PAEPI Global organizational structureThe PAEPI Global Officers and Philippine regional directors (institutional Presidents) were sworn to office by the GOH and Keynote Speaker PAEPI Global Honorary Adviser Dr. Bharat Soni, USA and by the Pioneer PAEPI Global Chair Dr. Cristina Dragomir , from CMU Romania respectively. The 6th  PAEPI President Dr. Atty  Amihan April Alcazar presented her 7-year (2015-2021) accomplishment and financial reports. The 7th PAEPI Appointed President Dr. James Loreto Piscos provided his response . Dr. Piscos thanked Dr. Alcazar and requested a copy of her financial reports  for review of the current Board. Dr. Piscos manifested his  commitment  to continue and lead the PAEPI unfinished business . After the Closing Remarks of the PAEPI Global Honorary Adviser and MAAP President  VAdm Eduardo Ma . R Santos, AFP ( Ret), all the participants stayed online and enjoyed the socials and global networking.

In 2022,  after the  successful  MAAP hosting of the 2022 PAEPI International Convention Event cum Strategic Planning from   October 26-29,  2022 ,  7th PAEPI Appointed President Dr. James Loreto Piscos and his appointed officers (Secretary Dr Rowena Rivero from SBU, Treasurer Dr Jose Barlis from PUP  and PRO Engr Paul Gerard Lassangre Cruz from Laguna University ) submitted their resignation on January 16, 2023 without proper turn-over of  PAEPI Financial reports and booklets to the PAEPI Central Office, hence no clearance from the PAEPI Board. 

In 2023 instead of 2024) ,  hosted and sponsored by MAAP and by its global partners like (KMOU , Navozyme , Province of Bataan -Governor and Mayor of Balanga etc.) , PAEPI conducted the 6th PAEPI Global  Bienniel Convention and Oath Taking Ceremonies cum AMFUF Conference   with the themeSustaining  Friendship and Leadership ”  with 8 Keynote Address from Eminent Speakers representing HEIS form Georgia , India, Indonesia. Korea, Taiwan, Thailand, Myanmar  and Vietnam  , with  Bataan Hon Governor Joet Garcia as GOH and Speaker  . Eleven  (11)  PAEPI Institutional Members  with  eighty (81)  participants  from  eight (8)  regions in the country  were represented . The Panpacific University President  Dr. Rhonda T Padilla  from Region 1 , was unanimously elected as the 8th PAEPI President followed by CBSUA President Dr. Alberto Naperi as PAEPI Vice President form Region 5.  AMFUF eminent personalities from Korea, Taiwan, India, Indonesia  and Georgia have been invited and  elected as members of the Board of Trustees and Governing Board of the PAEPI Global. The STIP Jakarta Indonesia President -Principal Ahmad Wahid  was unanimously  elected  as the PAEPI Global Chair for 2023-2026  followed by the  KMOU Korea Dean for International Relations Dr Jinchul Choi  as Vice-Chair. 

In 2024 , the 7th PAEPI Global Bienniel Convention and General Assembly slated in September, will be  hosted by the Panpacific University, Urdaneta Pangasinan. 

PAEPI continues to partner globally with reputable organizations for mutual support beneficial to social, environmental, and economic sustainability.

PAEPI has developed solid and credible global partners from the Asia Pacific and Oceania region, the Europe and Africa region, and the Americas region. PAEPI Global is represented by University Presidents, officials, Academicians, Researchers, Teachers, Technologists,  Extensionists, and International Relations Directors responsible for external linkages in the spirit of global cooperation for sustainability which the PAEPI- Global stands for. 

PAEPI-Global, being led by a powerhouse team composed of highly regarded leaders nationwide coupled with its empowered people and partner extensionists locally and globally, shall continuously contribute to accomplishing the 17 Sustainable Development goals for peace and prosperity in the world!

Everyone with extension services agenda is invited to be part of the PAEPI-GLOBAL community. The new PAEPI is a national and global professional association based in the Philippines. All members and partners may share their experiences, knowledge, and skills in research-based extension services geared towards developing an international and global community for sustainable development. The PAEPI Inc. being global and empowered, serves as a channel of advocacy to disseminate information of activities, programs, and events for sustainability in its three dimensions: Society (People). Environment (Planet) and Economy (Profit) thru Partnership for Peace and Prosperity.
